Composition:

There are three members elected by the Board of the Syndicat Mixte in the Bureau of the Syndicat Mixte of Deauville Normandy Airport:

- the President,

- two Vice-Presidents,

In addition, there is also a representative for each public authority member of the Syndicat Mixte.

Role of the Bureau:

The primary role of the Bureau is to coordinate the activities of the Syndicat Mixte. As such, it can be asked to decide on the admissibility of files or documents and to give its opinion on the affairs that necessitate the decisions of the Syndicat Mixte. According to article L 5211-10 of the “Code Général des Collectivité Territoriales” (General Code of Territorial Public Authorities), the Bureau’s remit covers the management of certain affairs, and to this effect
it can act on the authority of the Board of the Syndicat Mixte. The Bureau reports to the Board the decisions taken under its authority. The decisions of the Bureau are take unanimously.

The decisions of the Board are recorded in the book of administrative acts placed at the public’s disposal at the offices of the Syndicat Mixte.

Authority of the Bureau

On the 14th May 2008, the Board of the Syndicat Mixte gave the Bureau authority to:

- decide on how funds are used within the operational budget, as well as funds within the investment budget, through the detailed line item description of the budget already voted for the year.

- undertake allocations or changes of allocation of programme that may prove necessary to the successful completion of activities

- approve the conclusion of contracts, agreements, amendments and other acts
concerned with the field of competence of the Syndicat Mixte, such as loan and insurance
contracts, leases and contracts of acquisition, sale and tenancy of real estate and office
equipment

- set the general conditions of the occupation of the public domain and the
authorizations of occupation

- give permission to any member of the Syndicat Mixte to accomplish a mission in the
framework of a special mandate

- decide on the procedures of public consultations, authorize procurements, and make
all decisions regarding the execution of contract and framework agreements

- set the allowances paid to the members of the jury, as qualified, skilled and
competent persons, during the tenders published as part of the “Code des Marchés
Publics” (Code of Procurement Contracts)

-  set the allowances paid to the candidates of  the tenders or other procedures of
procurement contracts to be within the limits of the funds voted in the budget.
