Statutory Clauses

The chief objective of the Syndicat Mixte of Deauville Normandy Airport is, as stated at the end of Article 2 of its statutes, “the development, maintenance, and operation of Deauville Airport, and the services connected to its users.

Article 13 of the statutes of the Syndicat Mixte Union holds that:

“As creator of the airport, the town of Deauville is the owner on a statutory basis of the Airport.  As such, the State authorizes the town of Deauville to develop, maintain, and operate the airport according to article L 221-1 of the “Code de l’Aviation Civile” (Civil Aviation Code ).

The town of Deauville places at the disposal of the Syndicat Mixte all personal and immovable properties associated with the airport at St Gatien for the purpose of exercising the Syndicat Mixte's competencies"

Statement concerning the transfer of all airport property and lands

Within this framework, an agreement was signed on the 14th September 2007 in order to put at the disposal of the Syndicat Mixte all property and lands forming Deauville Saint-Gatien Airport owned by the town of Deauville. Thus, under the provisions of articles
L 1321-1, L 1321-2, and L 5721-6-1 of the “Code Général des Collectivités Territoriales” (General Code of Territorial Public Authorities), this transfer to the Syndicat Mixte allows it to fully exercise the rights and obligations of an owner.

 

Agreement with the State to authorize the operation of an airport

The agreement of the 14th November 1986 between the town of Deauville and the French Civil Aviation Authority (DSAC) authorized the Airport to operate as such. The agreement of the State was necessary for transfer the right to operate and subcontract the management to a competant body. At the time the comptent body was the Chamber of Commerce and Industry of the Pays d'Auge (CCIPA)
Based on article L 221-1 of the “Code de l’Aviation Civile” (Code of Civil Aviation), a new agreement was signed between the French Civil Aviation Authoity and the Syndicat Mixte de l'Aéroport de Deauville Normandie on the 22nd October 2007. This agreement set out the conditions of development, maintenance and operation of Deauville Saint-Gatien Airport, and formalised the transfer of corresponding competencies to the Syndicat Mixte of Deauville Normandy Airport.

 

The Management of the Airport 
sub-contracted to the Chamber of Commerce and Industry of the Pays d'Auge.

 

In accordance with articles L 221-2 and R 221-5 of the “Code de l'Aviation Civile” (Civil Aviation Code), the Syndicat Mixte subcontracted the development, maintenance and operation of the airport to the Chamber of Commerce and Industry of the Pays d'Auge (CCIPA) through a management sub-contract signed on the 23rd October 2007.
